[ncl-talk] turn off tmYR when use gsn_csm_pres_hgt_vector

Hello,
I modified vector_5.ncl
<https://www.ncl.ucar.edu/Applications/Scripts/vector_5.ncl>to remove the
right-hand Y-axis labels, border, and title, and added a tiXAxisString.
Note that I had to move the tiXAxisString as it was being drawn behind the
labelbar. The removal of the right-hand Y-axis title follows the coding in
h_time_5.ncl <lhttp://www.ncl.ucar.edu/Applications/Scripts/h_time_5.ncl>.
The script and the resulting image are attached.
