[ncl-talk] Installation

Hello,

I am trying to install NCL in windows and for that I follow the steps from
the link as mentioned below:

https://www.ncl.ucar.edu/Download/windows_cygwin.shtml

But at the end it is showing that cygwin\usr\local\bin\cygtirpc-1.dill is
either not designed to run on Windows or it contains an error. Try
installing the program again using the original installation media or
contact your system admin or software vendor. Error status 0xc0000020.

Kindly send me the file or active link for this matter.

ncl -V is not showing anything yet.
