[ncl-install] "ncl_ncarg-6.4.0.CYGWIN_NT-10.0-WOW_i686" doesn't work

Hello, 
I have installed the ncl_ncarg-6.4.0.CYGWIN on my computer with the operating system of Windows 7, but it doesn't work. When I type the command "ncl", nothing is responsing. 
However, the previous version ncl_ncarg-6.2.1 has been working well on my computer.
What is the possible problem? And how can I solve it?
