[ncl-install] "ncl_ncarg-6.4.0.CYGWIN_NT-10.0-WOW_i686" doesn't work

Hello,

Did you upgrade your version of Cygwin?  If you are still using the old
Cygwin that you had with NCL V6.2.1 then that could be the reason why it
doesn't work.
