[ncl-install] can't get to first base

To expand on Dave's question: where did you run the "gunzip" and "tar -xvf" commands from? This is what NCARG_ROOT should be set to.
Did you actually create the directory /Applications/ncl_ncarg-5.1.1.MacOS_powerpc_9.7.0 and then gunzip and untar the file there? If so, then you've got the correct settings.
Also, I noticed you installed version 5.1.1. This version is about 1.5 years old, and I would recommend downloading the latest version, 5.2.1.
