DESCRIPTION

The CW3E Advanced Quantitative Precipitation Information (AQPI) Program Manager provides leadership and direction to the AQPI program that consists of developing and executing program research goals. This position collaborates with a diverse set of stakeholders and partners while providing communication and outreach related to the program. The AQPI Program Manager is a critical member of the overall AQPI Program team and ensures projects are completed on time, within budget, and delivered with high quality. The AQPI Program Manager will develop detailed tasks and procurement plans, oversee day-to-day activities of the team, and regularly interface and coordinate with multiple team members to track progress, schedules, budgets, and deliverables. The AQPI Program Manager will be leading a team including individuals from UC San Diego as well as external organizations, at the local, state and national level, including the academia and government, from students/early career to senior researchers and leadership.

The AQPI Program manager will use experience in the collection, processing, and visualization of radar data to lead the development of novel radar-based tools for AQPI stakeholders. Working with stakeholders, the AQPI Program Manager will develop a suite of tools for water resources and hazards decision support based on forecast model data and other data streams relevant to the AQPI project.

The AQPI program is approximately $1.2M per year and expected to grow to $2-4M per year over the next 3-5 years. The position will administer all finance, human resources and facilities and other operational activities for mid-sized to large academic or research program. Administers major program components, and some or all of the program's operational requirements. Develops and organizes conferences and other public forums. Works with program partners and/or more senior personnel to communicate the program to policy makers and funding program managers to secure financial resources to sustain the program. Provides public relations support.

Presents research and AQPI progress at conferences. The AQPI Program Manager will contribute and/or lead journal publications related to AQPI. The Program manager will be involved in the data analysis and answering research questions through peer-review publications. Leads interactions and collaborations with researchers internal and external to CW3E.


QUALIFICATIONS

Academic background and experience in selected area of research. Radar meteorology, atmospheric rivers science, and synthesizing weather information.

Thorough knowledge of administrative, budgetary, human resources and financial principles and practices. Broad-based knowledge and experience in managing program finance, budget-planning and review.

Excellent oral and written communication skills. Experience writing technical and non-technical science reports and papers as the audience dictates. Similarly, experience presenting to both technical and non-technical audiences.

Ability to think creatively and independently on concepts requiring advanced analytical skills. Ability to problem solve and identify gaps and provide solutions. Strong leadership and ability in creative program development and strategic planning; project and proposal development.

Effective interpersonal skills and ability to work with diverse groups to achieve results. Demonstrated experience to establish and maintain effective working relationships, especially working in a team where groups have varying priorities.

Advanced ability to work collaboratively with internal and external peers and managers. Ability to identify strength and weaknesses of the staff and researchers. Integrate researchers efforts to ensure collaboration and efficiencies in meeting project deliverables.

Highly skilled fundraising experience. Demonstrated experience in coordinating and writing proposals.

Proven ability to collect, record and interpret experimental data. Must be able to read and summarize scientific articles pertaining to the prosecution of broad research problems related to the interest of CW3E and proceed without specific direction.

Advanced ability to navigate a highly matrixed organization effectively.
