POSITION TITLE (NUMBER): GESTAR II Special Programs Administrator

REPORTS TO: Special Projects Manager

POSITION SUMMARY: The Special Programs Administrator manages all Special Programs requirements and coordinates the delivery and tracing of program activities, including program transactions, records, files, and databases; performs a variety of general program support and reporting functions, as well as budget estimation and forecasting; executes visitor agreements; and coordinates travel, meeting, conference requirements, and intern program activities. Full COVID-19 vaccination is required. Accommodations due to medical or religious reasons will be accepted.

MAJOR RESPONSIBILITIES:
− Work with the NASA Education Office, GESTAR II partners, and GESTAR II sponsors and scientists to administer the summer internship program. Manage day-to-day implementation of summer internship program
− Coordinate with GSFC sponsors and SURA to fully execute travel agreements and reimbursements for GESTAR II scientists.
− Coordinate agreements for visiting scientists working with GESTAR II and GSFC scientists.
− Submit completed and approved payment vouchers to SURA for payment in a timely manner.
− Develop, design, and administer special programs that support, assist, and develop new professional skills for GESTAR II scientists, postdocs, and/or students.
− Identify opportunities to grow the relationship between GSFC sponsors and GESTAR II through current programs, as well as new outreach opportunities, to foster new collaborative partnerships.
− Evaluate effectiveness of special programs and projects to ensure objectives are met.
− Organize meetings of GESTAR II and Goddard management, such as the Science Council, Internal Advisory Board, Executive Committee, etc.)
− Organize meetings for GESTAR II all hands meetings, holiday parties, and other large meetings among GESTAR II management and scientists
− Plan, organize, and support meetings and conferences for GSFC sponsors. Provide subcontract assistance as needed and assist meeting sponsors with required GSFC approvals and reports.
− Work with SURA and the GESTAR II Business Manager to prepare budget estimates for the sponsor of new meeting or conference activities and obtain Management Council approval for all meeting/conference plans.
− Track metrics and statistics on all special programs activities and provide regular reports to GESTAR II management on all activities.
− Prepare an annual Special Programs budget forecast, in conjunction with the SURA Special Projects Manager and the GESTAR II Business Manager.
− Prepare quarterly and annual Special Programs report for inclusion with GESTAR II reporting requirements.

WORKING RELATIONSHIPS:
- GESTAR II Director, GESTAR II Project Coordinator, ESRA Director, and SURA Space Special Projects Manager: receive work assignments and priorities.
- GESTAR II Administrative Staff: coordinate daily activities of the GESTAR II Central Office.

DECISION-MAKING AUTHORITY/ORGANIZATIONAL IMPACT:
- Works within established program requirements and SURA policies and procedures with the latitude to organize workflow as appropriate in support of the GESTAR II Central Office.
- Offers procedural recommendations to GESTAR II and SURA management to improve coordination between SURA internal controls, the GESTAR II Central Office, and GESTAR II scientists.

EDUCATION:
- BS degree in humanities, science, or computer sciences. Demonstrated project management experience and/or program development experience strongly recommended.

TYPE AND AMOUNT OF SKILLS AND EXPERIENCE:
- Experience in a scientific, educational, or R&D organization is desirable.
- Proficiency with office technologies. Strong Microsoft Office skills and management information systems in a customer service environment. Working knowledge of web-based applications and accessibility.
- Excellent verbal and written communication skills, including spelling, punctuation, and grammar. Attention to detail and accuracy essential.
- Strong interpersonal skills and adaptability. Demonstrates initiative with a customer service orientation.
- Experience and demonstrated ability to perform office support activities, including planning, organizing, and facilitating activities with internal staff and external stakeholders.
- Proficiency in gathering and monitoring information and problem analysis. Sound judgment and problem-solving skills required.
- High degree of integrity, professionalism, and discretion when working with confidential, personnel-, or business-sensitive materials.
