Description

The Gulf of Maine Research Institute (GMRI) pioneers' collaborative

For the past 7 years GMRI’s Fisheries Technical Assistance Program (FTAP)
has been dedicated to working on the design, testing and implementation of
a fisheries monitoring solution known as electronic monitoring (EM) for the
New England groundfish fleet. Electronic monitoring is an innovative and
cost-effective alternative to at-sea monitoring. It replaces the on-board
human observer with a suite of video cameras, computers, gear sensors, and
GPS to record information about a vessel’s fishing activity. GMRI is
currently in its third year of developing the “maximized retention model”
in which high-volume vessels are exempt from minimum size requirements for
allocated species, and instead must retain most fish species (e.g.,
allocated groundfish stocks). This approach is complemented by a dockside
monitoring program and EM is used as a tool to ensure that regulated
groundfish are not discarded.


GMRI is seeking a full-time project manager for a 2-year position, with the
potential to extend, to support the Maximized Retention Electronic
Monitoring project and all EM efforts in the Fisheries Technical Assistance
Program (FTAP). The project manager will be responsible for the day-to-day
operations of a third-party (i.e. non-federal) dockside monitoring pilot
and will contribute to the design of the pilot.


*Responsibilities/Tasks*

   - Assist in the development of an RFP for a third-party dockside
   monitoring pilot and choose providers to undertake the work in fishing year
   2022 (begins May 1, 2022).
   - Manage the day-to-day operations of the Maximized Retention Electronic
   Monitoring project with special emphasis on overseeing a dockside
   monitoring pilot project.
   - Coordinate data collection, transfer, review and timely delivery with
   all stakeholders and project partners, including fishermen, NOAA, States
   and NGOs.
   - Oversee task management and daily communications with electronic
   monitoring & dockside monitoring providers.
   - Assist in data analysis and reporting
   - Manage project databases

*Other General Responsibilities*

   - The Fisheries Technical Assistance Program is a growing program. An
   ideal candidate will assist with future directions of the program and
   contribute to new program initiatives.
   - This position will be part of GMRI’s Community team and will therefore
   assist towards all community team initiatives as time allows.

Requirements


*Education/Work Experience*

   - Bachelor’s degree
   - 2 years of experience in the Northeast Multispecies Groundfish Fishery
   - Experience in or knowledge of fisheries monitoring
   - Familiarity with Electronic Monitoring technology or similar marine
   technology
   - Experience with report-writing, statistics, and data manipulation
   - Blend of lived experiences that substitute or enhance the above

   - Excellent time management and task prioritization.
   - An ability to interpret and communicate the complex policy & science
   arena simply/accurately

   organizations, and other stakeholders
   - Experience implementing projects from design phase through
   implementation and evaluation
   - Familiarity with standard word processing, spreadsheets, and email

package.

Salary: $55,000 to $60,000
