SUMMARY: The King County Science and Technical Support Section in the Water and Land Resources (WLR) Division is currently seeking qualified candidates for the position of Water Quality Planner II to support the Field Hydrology group in the Science Section of King County Water and Land Resources Division in the Natural Resources and Parks Department The Science Section's mission is to provide scientific knowledge, information, and analysis in support of regional environmental resource management. Our staff lead and carry out studies in applied environmental sciences, run monitoring programs, deliver specialized scientific and technical services, and inform evidence-based policies and regulations. We partner with other science agencies around Puget Sound, such as the Washington Department of Ecology, Washington Department of Fish and Wildlife, University of Washington, and others. Learn more at our website. The field hydrology program is composed of an interdisciplinary group of hydrologists, engineers, geologists, and ecologists. This program oversees installation and maintenance of an extensive network of continuous recording monitoring stations located in streams, rivers, lakes, wetlands, and stormwater facilities throughout King County and neighboring jurisdictions. The person in this position will be responsible for carrying out remote and onsite data collection, troubleshooting, analyzing and reporting water quantity (surface and groundwater), water quality, rain data, and presenting results to clients inside and outside the County. They will participate in using and maintaining the Hydrologic Information Center (HIC) data management system which provides internal and external access to hydrologic data collected at King County sites.

WHO MAY APPLY: This position is open to all qualified applicants. Permanent Telecommuting Requirement The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite or other locations in the Lake Washington/Cedar/Sammamish Watershed. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note,  that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle, WA 98104.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week but will require occasional availability on weekends and evenings as needed.

JOB DUTIES: Carry out stream gage data collection, rain gage data collection, and flow assessments in King County rivers and streams. Carry out groundwater well data collection. Purchase, store, install, maintain, and troubleshoot equipment for collecting groundwater, flow, rainfall, and water quality data. Carry out hydrologic data management, e.g., use and maintain the Hydrologic Information Center (HIC) data management system) for surface water and groundwater data. Carry out surface water and groundwater data analyses. Carry out fish and habitat surveys. Prepare hydrologic reports and memos for clients. Prepare scopes of work and standard operating procedures for projects. Prepare statistical approaches and experimental designs and prepare sampling-analysis plans (SAPS) for water quality, water quantity, and natural resources technical studies. Use GPS and GIS as data mapping and analytical tools. Negotiate and plan projects with clients. Provide technical oversight, review, and input on projects, programs, contracts, and consultant products related to hydrology and habitat assessments.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: Bachelor's degree in hydrology, geology, aquatic ecology, , environmental engineering, or closely related program and/ OR an equivalent combination of education and experience which provide the necessary knowledge, skills, and abilities to perform all the duties described in this job announcement. Experience installing, operating, and maintaining hydrologic monitoring equipment, e.g., stream gages, rain gages, and groundwater wells. Experience developing and applying stream discharge rating curves to produce continuous discharge data. Experience collecting water quality samples for laboratory analyses. Experience carrying out fish and habitat surveys. Experience using GIS as a mapping and analytical tool. Experience developing and using relational databases and statistical programs to process and store hydrological data. Experience using programming language to perform statistical analysis (e.g., using Excel and R with large data sets, create data graphics, query and transform data sets, and perform QAQC procedures. Experience producing technical documents that report results of water quantity, water quality, and natural resources studies. Experience documenting standard operating procedures for hydrology field data collection. Experience managing small projects, including preparing work scopes and schedules, tracking tasks and costs, effectively communicating with team members and clients, and delivering quality products to clients. Experience performing field work in remote areas, sometimes without cellular service. Must have experience making improvised decisions quickly, creatively, and independently. Experienced working both independently and in a team setting during the wet season.

DESIRABLE QUALIFICATIONS: Master's degree in hydrology, geology, aquatic ecology, ecology, environmental engineering or closely related program. Demonstrated knowledge and experience working in King County streams and rivers: Snoqualmie/South Fork Skykomish, Cedar/Sammamish, Green River or White River. Experience collecting stormwater data for NPDES requirements. Experience using commonly used programming languages, e.g., Java, SQL, Python, etc. Experience using commonly used hydrologic, hydraulic, and water quality models, e.g., SWMM, HEC-RAS, WWHM, HSPF/BASINS, QUAL2K, or other hydrologic models with continuous simulations of hydrology and hydraulics.

NECESSARY SPECIAL REQUIREMENTS: A valid Washington State Driver's License. Demonstrated ability to swim and knowledge of water safety rules/ regulations as well as the ability and willingness to take a course in Swiftwater safety.

PHYSICAL REQUIREMENTS: This position requires the ability to perform field work in difficult conditions, including walking on uneven terrain and in slippery conditions; walking through mucky, brushy, or densely forested sites; working in and around streams, rivers, and wetlands; carrying up to 50lbs of equipment. Long hours (10+ hour days) are occasionally needed for field work during winter high flow conditions. Fieldwork is frequently conducted in inclement weather.

Working Conditions Work will primarily be performed at field sites and in a (telework) office environment. Occasional in-person work with team members may be required.
