2.    About ECMWF

3.    About DestinE
It is foreseen that ECMWF will be a major partner in the implementation of the Destination Earth (DestinE) initiative starting later in 2021, together with ESA and EUMETSAT as partners. The objective of the European Commission DestinE initiative is to deploy several highly accurate thematic digital replicas of the Earth, called digital twins, to monitor and predict natural and human activities as well as their interactions, to develop and test scenarios that would enable more sustainable developments and support corresponding European policies for the Green Deal.

DestinE will be run in several phases, of which the first, the implementation phase, covers the period mid-2021 – end-2023. Future phases are foreseen (subject to funding) that will operationalise the digital twins, scale-up system production and add applications and new twin options.


DestinE covers several demanding digital technology aspects required to develop, implement and operate the two high-priority digital twins on weather induced and geophysical extremes and on climate change adaptation. These twins will rely on complex Earth-system simulation models, data assimilation methods for fusing simulations and observations through inverse modelling and the integration of observations and models from sectors such as water and food management, renewable energies and socio-economic risk and disaster management.



These science components require advanced digital technology solutions to maximize the efficient computing and data handling on extreme-scale infrastructures, and to adapt and operate these infrastructures across different heterogeneous architectures within a federated framework. This federated framework includes the Core Platform and Data Lake developed, deployed and operated by ESA and EUMETSAT respectively.

4.    Summary of the role

ECMWF is recruiting a Integration Lead for its newly established Programmes Directorate. The main focus of this role will be on ECMWF’s involvement in the DestinE initiative.



This position will be responsible for developing ECMWF’s best practices related to third-party- funded projects across programmes thus driving continuous innovation.  The successful candidate will coordinate inter-dependent projects and will initiate new ideas on how these projects can be delivered. They will play a pivotal role in coordinating 3rd part funding with the Research, Forecasts and Computing departments.

The main focus of the role will be on DestinE. The Intergration Lead will support and advise the Director of DestinE in the coordination of the delivery of ECMWF’s contribution to DestinE as established in the Technical Annex (TA) and formalised in the Contribution Agreement (CA). The delivery will be coordinated with the other two main partners, ESA and EUMETSAT, and delivery is to the European Commission. They will be a member of the DestinE Management Team under the supervision of the Director of DestinE. The Programme Integration Lead  will also coordinate all relevant tasks between DestinE and other  third party funded activities at ECMWF.

The Programme Integration Lead will support and advise the Director of DestinE in ensuring the coordination of the tasks required for a successful delivery of ECMWF’s contribution to DestinE. This will involve close liaison with the relevant departments and sections within ECMWF to cover all aspects necessary for the timely delivery of the programme within the allocated budget.

The Programme Integration Lead will work closely with the DestinE Director, the Science, Digital Technology and Partnership Leads, the ECMWF Management Team and the Administration and Copernicus Departments. They will ensure that the DestinE programme delivery follows best practices and standards applied by ECMWF in other, third-party funded activities such as Copernicus and Horizon/Digital Europe research projects, and that such practices are further refined. The Lead will establish and maintain relationships with the DestinE partners and contracted consortia and help promote the ECMWF DestinE outcomes with stakeholders and user communities. Together with the DestinE Director, the successful candidate will also provide progress reports to ECMWF’s Member States.

As part of the ECMWF Senior Management Team, the Lead will also be responsible for project management across tasks in DestinE related projects in Horizon Europe, EuroHPC and national funding programmes, institutes and services. This will involve close collaboration and frequent interaction with a variety of internal and external experts, users and partner organisations and programmes including Copernicus.

5.    Main duties and key responsibilities

·    Leading the development of best practices related to third party funded projects, stimulating innovation and continuously improving these practices across ECMWF.

·    Coordinating DestinE programme delivery in support of Director as defined in the Contribution Agreement:

o   vis-a-vis DG-CNECT: budget planning, reporting, progress monitoring, risk management for all related ECMWF-internal and procured projects.

o   vis-a-vis ESA and EUMETSAT: joint programme and interface management.

·    Advising and supporting the DestinE director in managing the DestinE budget and coordinating the procurement plan and its implementation.

·    Supporting and advising the DestinE Director in progress monitoring and reporting to ECMWF Member States.

·    Monitoring and managing all DestinE associated 3rd-party funded programmes and projects in order to deliver to contract and ensure resources are made available as needed across ECMWF:

o   Horizon Europe programme,

o   Digital Europe (EuroHPC),

o   National funding programmes, infrastructures and organisations.

7.    Qualifications and experience required
Education

Advanced university degree (EQF Level 8) or equivalent professional experience.
Experience

Proven programme/project management track-record.

Strong experience of managing substantial projects or activities that involve multiple activity streams and significant numbers of diverse stakeholders.

Demonstrated experience of collaborating with diverse teams.

Proven track-record of developing processes and procedures to deliver high standards of efficiency through leading change and continuous improvement programmes in a fast-paced environment.

Understanding of European Commission programmes, international organisations, operational constraints and management of user-driven processes would be an advantage.
Knowledge and skills (including language)

Excellent ability to analyse complex and diverse project management challenges and to facilitate adequate solutions.

Excellent organisational skills. Strong influencing skills.

Candidates must be able to work effectively in English and interviews will be conducted in English.

A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

8.    Other information

The successful candidate will be recruited at the A4 grade, according to the scales of the Co‑ordinated Organisations and the annual salary will be EUR 107,790.12 net of tax. ECMWF also offers a generous benefits package. This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Starting date: As soon as possible.

Length of contract: The total contract duration (with the possibility of further extension) is expected to be four years. However, please note that the DestinE Contribution Agreement is likely to be divided in phases, the first of which will last for two and a half years. The Centre is therefore required to contract initially for the same period. Extensions to complete the four-year period (which could be subsequently extended even further) will be offered to the successful candidate as soon as funding beyond the initial phase is confirmed.

Location: The position will be based at ECMWF’s duty station in Bonn, Germany, which is currently expected to open in the second half of 2021.
