  1.  About ECMWF

The collaboration does not stop there and include other areas of work, including High Performance Computing and the development of digital tools. It is enabling ECMWF to now provide data and products covering weather, climate, ait quality, fire and flood prediction and monitoring.



ECMWF has recently become a multi-site organisation, with its headquarters based since its creation in Reading, UK, its new data centre opening in 2021 in Bologna, Italy, and new offices, also opening in 2021 in Bonn, Germany.



Copernicus is the European Union (EU) flagship Earth-observation programme. The Copernicus programme ensures operational monitoring of the atmosphere, oceans, and continental surfaces, and provides reliable, validated information services for a range of environmental and security applications. Based on the exploitation of space based and in situ observations and models, Copernicus provides information services for land, marine, atmospheric and climate monitoring, as well as emergency management and security.

The Copernicus Atmosphere Monitoring Service (CAMS) service provides consistent and quality-controlled information related to air pollution and health, solar energy, greenhouse gases and climate forcing, everywhere in the world. The Copernicus Climate Change Service (C3S) service provides authoritative information about the past, present and future climate, as well as tools to enable climate change mitigation and adaptation strategies by policy makers and businesses.

  1.  Summary of the role

ECMWF has an exciting new position as Copernicus Principal Expert, who will report to the Director of Copernicus Services and will be delegated to the Directorate-General Defence Industry and Space (DG DEFIS) of the European Commission in the Earth Observation Unit.



The main function of the ECMWF Copernicus Principal Expert will be to support the operational implementation, monitoring and evolution of the Copernicus Services, with a focus on the interactions between ECMWF and the Copernicus programme of the European Commission.



They will provide strategic and technical support to the European Commission and facilitate access to independent expertise and knowledge as critical input to the evolution of the Copernicus Programme, especially in the scientific/technical areas covered by the Copernicus Services managed by ECMWF.



Strong communication skills and excellent stakeholder management skills are essential in this role as is the ability to build trust and strong internal and external relations.

  1.  Main duties and key responsibilities

·    In coordination with the management of the Copernicus Department at ECMWF, monitoring operational interactions and organising strategic coordination between the Copernicus Services at ECMWF and the European Commission’s Directorate-General Defence Industry and Space (DG DEFIS) to ensure adequate response to services operations and evolution

·    Responding to requests from the European Commission and other institutions of the EU for information on topics relevant for ECMWF; Support the European Commission in its interactions with ECMWF, as requested

·    Providing information, advice and guidance on matters relating to the development and implementation of the CAMS and C3S, including in particular relations of these Services with their relevant user communities

·    Providing information, advice and guidance on matters relating to the definition and development of the CO2 Monitoring and Verification Support Capacity of the Copernicus Atmosphere Monitoring Service, and its coordination with all relevant stakeholders

·    Providing specific expertise and support to the European Commission on its interactions with the World Meteorological Organisation, other UN Agencies, and international organisations

·    Supporting the European Commission in monitoring the evolution of the Copernicus programme via periodic reviews and quality assessment measures

·    Supporting the European Commission in all tasks relevant to its area of expertise, including being based at the European Commission premises as a seconded expert to the Copernicus Unit

·    Contributing to the strategic elaboration of the annual and multi-annual Copernicus Work Programmes

·    Helping facilitate access to independent expertise external to the European Commission appropriate for programme definition support, quality assessment and performance review

  1.  Qualifications and experience required
Education

An advanced university degree (EQF Level 8) in atmospheric sciences, environmental engineering, or other relevant scientific discipline is required.
Experience

Demonstrated experience of managing projects, ideally in an international context.



Very good knowledge of ECMWF, the European Meteorological Infrastructure and WMO.



Good understanding of the functioning of the European Commission

Excellent knowledge of the Copernicus Programme and its Space and Service components.



Good understanding of the stakes linked to the European Green Deal, the Paris Agreement, including European environmental policies and directives.

Knowledge and skills (including language)

Candidates must be able to work effectively in English and interviews will be conducted in English.



A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

  1.  Other information

The successful candidate will be recruited at the A4 grade, according to the scales of the Co‑ordinated Organisations and the annual salary will be EUR 107,790.12 net of tax.

This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Starting date: 1 August 2021, or as soon as possible thereafter.



Length of contract: Four years, subject to signature of the Contribution Agreement between ECMWF and the European Commission for the implementation of CAMS and C3S over 2021-2027 and availability of funds.



Location: The primary location of this position will be in Bonn, Germany, with regular interaction with staff based at the HQ in Reading, United Kingdom. With the duty station in Bonn currently expected to open in summer 2021 at the earliest, the successful candidate may be asked to start in Reading initially. After 12 months, the successful candidate is expected to relocate to the European Commission in Brussels, Belgium.
