The University of Connecticut (UConn) seeks applicants for the position of Assistant Director of Resilience Planning (Research Assistant 3) in the Connecticut Institute for Resilience and Climate Adaptation (CIRCA) to provide support for planning activities associated with the development of Resilient Connecticut, a regional climate adaptation planning project in Fairfield and New Haven Counties. CIRCA is a multi‐disciplinary center that coordinates applied research and engagement programs to develop and advance practical solutions to problems caused by changing climate (http://circa.uconn.edu/).
The Assistant Director of Resilience Planning (ADRP) will work with a team to coordinate and contribute to an ongoing four-year project that uses science-informed risk assessment and broad consultation to develop a regional resilience plan and a state-wide Resilience Roadmap for the State of Connecticut. Activities will include facilitating local and regional climate adaptation planning as well as coordination with stakeholder groups, scientists, engineers, consultants, state and municipal officials.
DUTIES AND RESPONSIBILITIES
The ADRP, reporting to the CIRCA Director of Resilience Planning, will assist with management of planning related activities, as well as, development of stakeholder management and engagement programs in support of the Resilient Connecticut Project. This will include:

  *   Collecting, analyzing and synthesizing data related to economic development, hazards and vulnerabilities, community development, resilience, housing, environmental and natural resources, demographics, infrastructure and land use planning;
  *   Development of tools and training for municipal governments and agencies, for inclusion in a Resilience Toolkit;
  *   Coordinate planning efforts with regional Councils of Governments, municipalities, state agencies, and stakeholder groups to facilitate regional climate change adaptation planning;
  *   Contribute to stakeholder outreach and engagement related to a regional vulnerability assessment and identified projects by working with a team to design and implement the Resilient Connecticut Collaborative stakeholder advisory group;
  *   Assist the CIRCA Director of Community Engagement to coordinate broader Resilient Connecticut engagement activities; designing and facilitating workshops and meetings for residents, municipalities, regional councils of governments, and/or state agencies on climate resilience and adaptation;
  *   Participate in the development of the regional and municipal resilience plans and direct stakeholder engagement regarding same;
  *   Prepare journal articles and research presentations;
  *   May be responsible for various administrative duties as assigned;
  *   May participate in the planning, development and implementation of grant proposals;
  *   Performs related duties as required.
MINIMUM QUALIFICATIONS

  *   Ph.D. in Environmental Studies, Urban Planning, or a closely related field, or an M.S. and 5 years of directly relevant experience.
  *   At least four years’ experience required in government, academia or with an environmental advocacy organization developing and executing outreach programs to government leaders, municipal officials and the public;
  *   Experience coordinating local and regional planning programs;
  *   Excellent communication skills (verbal and written) that are effective with a broad range of constituencies;
  *   Strong organizational skills and ability to work effectively with regional, local, and state agencies and community groups;
  *   Ability to work at multiple locations throughout the state and region and to attend occasional evening and weekend meetings;
  *   Strong facilitation and collaboration skills; experience handling public involvement and agency coordination with stakeholders and other professionals;
  *   Familiarity with software for business and communications.
PREFERRED QUALIFICATIONS

  *   Two years of relevant post-doctoral experience;
  *   Demonstrated experience working with municipalities and/or regional councils of governments to develop planning documents (including Plans of Conservation and Development, Natural Hazard Mitigation Plans, and/or stakeholder engagements plans such as Title VI plans) or tools to be used for municipal or regional planning related to climate change (including maps, trainings, toolkits, or manuals);
  *   Knowledge of state and federal environmental regulations and programs, such as the Clean Water Act, Brownfields, stormwater management, FEMA's Pre-Disaster Mitigation Program, HUD Community Development Block Grant - Disaster Recovery;
  *   Demonstrated knowledge of current best planning practices for sustainable resource management in areas such as water resources, climate adaptation and resiliency planning, green infrastructure and living shorelines; and understanding of climate impacts on vulnerable populations;
  *   Ability to build strong working relationships with state and local governments, councils of governments; state, local and regional organizations and other academic institutions;
  *   Record of success in grant applications and project management;
  *   Familiarity with Geographic Information Systems technology.
APPOINTMENT TERMS
This is a 40-hour per week, annually renewable, non-tenure track position at the level of Research Associate 1, with an expected commitment of one year with the possibility of a one-year extension, depending on availability of funding and performance.
