The Position
The City of Oakland is currently recruiting to fill one Watershed Program Supervisor position in the Watershed and Stormwater Management Division within the Oakland Public Works Department.

Under direction of the Watershed and Stormwater Manager, the Watershed Program Supervisor will implement watershed and stormwater management programs and will oversee the implementation of projects including capital projects such as creek restoration and green stormwater infrastructure. The Watershed Program Supervisor will ensure regulatory compliance mandates are met, coordinate as necessary with other municipal agencies, conduct training and provide guidance for other City departments on creek and stormwater issues, engage with the community around programs and projects, coordinate issues related to Oakland's Creek Protection Ordinance including review of planning permits, oversee response to urgent stormwater issues such as illicit discharge and flooding, and provide fiscal management of projects and programs under their supervision.

Oakland has a large and complex watershed and stormwater network that includes over 40 miles of open creek channel, approximately 400 miles of storm drain pipes and culverts, and a growing number of green stormwater infrastructure features. Under regulation from the San Francisco Bay Regional Water Quality Control Board, the Public Works Department, Watershed and Stormwater Division manages numerous stormwater regulatory requirements including trash capture controls, green stormwater infrastructure, PCB and mercury controls, illicit discharges, water quality monitoring, and public outreach and education. Oakland also has an award-winning creek and wetland restoration program that has completed multiple projects to restore habitat and improve flood control and water quality. The Watershed and Stormwater Division is a leader in creative and innovative stormwater management projects and policy, and pursues opportunities to meet stormwater management goals that also help the City achieve climate change resiliency, equity, sustainability, economic efficiency, environmental and neighborhood improvement, and public health and safety objectives.

Examples of Duties
Duties may include, but are not limited to the following:

  *   Ensure compliance with Federal, state, and local stormwater quality regulations including implementation of the National Pollutant Discharge Elimination System.
  *   Plan, design, and implement new and revised programs, systems, procedures and operational methods of watershed-based and stormwater quality programs.
  *   Prepare and oversee preparation of complex water quality plans, studies, and mapping including hydrology, green stormwater infrastructure planning, trash, pollutants of concern, storm drainage, and land use.
  *   Create and facilitate internal and external technical workgroups.
  *   Oversee the implementation of water quality capital projects.
  *   Prepare grant applications and administer awarded grants; prepare request for proposals and analyze and review proposals; negotiate, administer, and monitor contracts with contractors.
  *   Serve as a representative to the Alameda Countywide Clean Water Program and other agencies and City departments.
  *   Prepare analysis of proposed policies, procedures and guidelines; present information to departments, City management, and the City Council.
  *   Review, analyze, and recommend amendments on stormwater quality and watershed legislation; assess impacts on City programs.
  *   Write or evaluate reports and research data on new or existing programs; develop recommendations.
  *   Direct the preparation of presentations on stormwater quality programs to groups comprised of residents, merchants, businesses, civic associations, and building/design professionals.
  *   Supervise, train, and evaluate assigned staff; prioritize and assign work.
  *   Develop and monitor budgets; prepare complex staff reports.
  *   Drive an automotive vehicle to local and regional meetings and field visits at various sites in the performance of assigned duties.
Minimum Requirements for Application
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education:
Bachelor's degree from an accredited college or university in the field of Environmental Studies, Business, Public Administration or a closely related field. A Master's degree is desirable.

Experience:
Five years of progressively responsible experience in planning, organizing, developing and implementing stormwater quality management and/or related environmental projects including a minimum of two years of supervisory experience.
LICENSE OR CERTIFICATE / OTHER REQUIREMENTS:
Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and the hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed.
KNOWLEDGE AND ABILITIES:
Knowledge of:

  *   Federal, state, and local rules and regulations pertaining to clean water and watershed issues.
  *   Principles and practices of program management.
  *   Contract negotiation, grant writing and reporting procedures.
  *   Development, monitoring and administering of grant programs and budgets.
  *   Principles of supervision, training and evaluation.
  *   Contract administration including preparation of request for proposals and qualification and monitoring of awarded contacts.
  *   Principles and techniques necessary for persuasive presentation of ideas and concepts in both written and oral formats.
  *   Project management and implementation.
Ability to:

  *   Plan, develop, coordinate and implement clean water and watershed programs.
  *   Analyze rules, regulations and legislation; identify alternatives and provide recommendations.
  *   Write clear and concise reports, correspondence, and other materials using acceptable grammar, punctuation, and spelling.
  *   Operate personal computers and software applications.
  *   Provide leadership and direction to staff and oversee special projects.
  *   Establish and maintain positive relations with staff, elected officials, representatives of other organizations, volunteers, peers and the general public.
Supplemental Information
The Selection Process
Stage I: The first stage in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications (weighted pass/fail). Applications submitted without all required materials will not be given further consideration.
Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency, seniority and/or veteran points, if applicable) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section.
The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.
The City of Oakland reserves the right to modify the selection process and date of examination as necessary to conform to administrative or business necessity.
