Due to the COVID-19 pandemic, the work site for this position may be
remote/virtual on a temporary basis until it is determined that this
position will report to a permanent office location when conditions allow.
This position, if remote, may require attendance at designated workplace
meetings or in the performance of business at various on-site locations.

Section Information
The Public Water Supply (PWS) Section is the lead agency for providing
oversight of the state's public water systems.  The North Carolina Drinking
Water Act, Article 10 of Chapter 130A requires the Department to enforce
drinking water rules, upon adoption, for the regulation of public water
systems.  Regulations enforced are for the community water systems (CWSs)
and non-community water systems (NCWSs).  The number and complexity of
individual programs required within the PWS Section has increased
significantly with the implementation of the 1996 Safe Drinking Water Act,
(SDWA) Amendments.  The overall goal of the regulatory efforts and the other
activities is to minimize the number of public water systems with unsafe
water at any point in time. The Public Water Supply Section promotes public
health by ensuring that safe, potable drinking water is available in
adequate quantities to the residents and visitors of North Carolina served
by public water systems by ensuring that these systems are properly located,
constructed, operated, and maintained.
 
Position Information
The primary responsibility for this position will provide public health
expertise to non-community public water supply systems and their
owners/operators; implement and enforce the requirements of the federal and
state drinking water acts and related regulations.  Position provides
technical and regulatory assistance and performs compliance activities for
the public water systems in the region. Duties include:

*         Sanitary surveys (inspections) of non-community public water
systems.

*         Investigate and recommend solutions to contamination of ground
water sources and maximum contaminant level violations associated with
public water supply systems.

*         Investigate and approve well sites and sources for new and
existing water systems which would include providing hydrogeological
assistance to water system owners and operators in locating well sites when
there are water quality and/or quantity concerns.

*         Investigate activities on watersheds of public water supplies
which may have hydrological or hydrogeological impact on water supply
reservoirs or downstream intakes.

*         Maintain, coordinate and update databases for non-community public
water systems.

*         Provide on-site technical assistance to owners, operators, and
citizens.

*         Investigate and approve spring sources for potential bottled water
suppliers.

*         Provide technical assistance and training to staff and regulated
community on groundwater related issues associated with the Safe Drinking
Water Act.

*         Prepare written correspondence and reports to owners, operators,
and customers of water systems.

Management Preferences:

*         Ability to walk through rough terrain, hills or ditches during
field investigations and tolerate exposure to loud noise, extreme weather
conditions, insects, small animals, snakes, and chemical substances.

*         Ability to handle with tact, consistency and sound judgment, the
diversity of public contacts demanded in consultative services and
enforcement.

*         Proficient with computers, internet research, word processing
software, and spreadsheets.

*         Ability to lift up to 50 pounds and move wellhead covers and
wellhead tops for inspection. 

*         Ability to deliver presentations suited to the characteristics and
needs of the audience and train internal staff.

*         Demonstrated skills and abilities needed to coordinate,
facilitate, and participate in a collaborative approach to the completion of
tasks or assignments.

*         Working knowledge of the Rules Governing Public Water Systems and
the operation of a well camera.

*         Occasional overnight travel is required.

Knowledge, Skills and Abilities / Competencies

1.    Considerable knowledge of the concepts, equipment, practices,
principles, and theories of geology/hydrogeology.

2.    Demonstrated ability to analyze and interpret geological/
hydrogeological data and regulatory documents and make routine
determinations for compliance with principles, standards, and/or regulatory
requirements and offer recommendations for non-routine matters.

3.    Demonstrated ability to perform inspections/audits to ensure that
proper procedures are followed.

4.    Demonstrated ability to communicate clearly, concisely, and in an
organized manner, both orally and in written documents/reports to accurately
convey and clarify technical requirements.

5.    Demonstrated ability to manage multiple projects and work
independently to meet deadlines.

6.    A valid driver's license.

 Interviewed candidates should expect a skill test to evaluate written
communication skills.

Minimum Education and Experience Requirements

Bachelor's degree in geology, geosciences, physical science, or engineering
with 30 credit hours of geological science course work from an appropriately
accredited institution.
