*	Manage Commercial and Residential Energy Benchmarking Program and
related annual reporting.
*	Lead effort to develop a city-wide sustainable building policy.
*	Develop and implement an outreach plan for large building owners who
are affected by the energy benchmarking policies.
*	Develop and implement an outreach plan to small- and medium-sized
rental building owners who are affected by time-of-rent energy disclosure
policies.
*	Manage the truth-in-sale-of-housing (TISH) energy evaluation
program, develop and implement an outreach plan to realtors, homeowners and
home evaluators who are affected by TISH policies.
*	Develop content for website pages and develop education materials.
*	Develop, monitor and measure environmental performance measures for
benchmarked buildings and best practice studies.
*	Provide needed assistance and expertise to property owners in energy
efficiency, financing resources, grant funding and utility programs.
*	Assist in coordinating energy policy and greenhouse gas inventories.
*	Manage and work collaboratively with multi-disciplinary project work
teams on projects including drafting the project scope, scheduling meetings,
completing tasks, facilitating meetings, garnering consensus on
recommendations, and preparing reports/presentations.
*	Prepare and make presentations to groups, residents, and elected
officials.
*	Act as a liaison to create policies, promote sustainability and
participate in community-wide sustainability projects.
*	Participate in annual training and development
*	Coordinate with the Bloomberg American Cities Climate Challenge,
Urban Sustainability Directors Network, Carbon Neutral Cities Alliance and
other external coalition partners.
*	Work with and coordinate programs with internal department and city
staff.

Working Conditions: Office and field.
Required Qualifications: Education: Bachelor's Degree in Engineering,
Building Science, Construction Management, Sustainability, Environmental
Science, Urban Planning or equivalent.

Experience: Five years of professional experience, including working in
sustainability, building energy efficiency, environmental management and
outreach, and/or climate change.

Equivalency: An equivalent combination of education and experience closely
related to the duties of the position MAY be considered.

Selection Process: The selection process will consist of one or more of the
following steps: a rating of relevant education and experience and/or an
oral examination (100%). It is important that your application show all the
relevant education and experience you possess. This information will be used
to determine which candidates will proceed in the selection process. A
submitted application is also used to verify the answers to any supplemental
questions. Only those candidates who attain a passing score (70%) on each
step in the selection process will be placed on the eligible list. The City
of Minneapolis Human Resources Department reserves the right to limit the
number in any phase of the selection process.

Interview Selection: The hiring authority reserves the right to determine
the maximum number of candidates to interview from the established eligible
list. If the hiring authority decides to interview other than by exam score
order, they may select additional people to interview based on a candidate's
education or experience related to the field, work history, or skills
uniquely related to the operational needs of the position.

Background Check: The City has determined that a criminal background check
and/or qualifications check may be necessary for certain positions with this
job title. Applicants may be required to sign an informed consent form
allowing the City to obtain their criminal history and/or verify their
qualifications in connection with the position sought. Applicants who do not
sign the informed consent form will not be further considered for the
position.

Union Representation: This position is represented by a collective
bargaining agreement between the City of Minneapolis and the Minneapolis

Eligible List: The names of applicants who meet minimum qualification and
who pass the screening process shall be placed on the eligible list for
employment consideration. This list will be certified to the hiring manager
who may use the list to fill a vacancy of the same job title. This eligible
list will expire three months after it has been established.
Knowledge, Skills and Abilities:

*	Demonstrated knowledge of building energy efficiency and GHG
reduction strategies
*	Demonstrated experience in outreach and engagement strategies to
groups of stakeholders
*	Technical experience on building energy benchmarking systems such as
EPA's Portfolio Manager
*	Knowledge of renewable energy and demand side management programs
and strategies.
*	Demonstrated knowledge of environmental issues, including current
trends and methods related to sustainability, best practices and technical
expertise to address such issues.
*	Ability to coordinate multiple projects at the same time and
organize work to meet deadlines and conflicting priorities.
*	Ability to plan and manage projects with multiple players and
diverse issues.
*	Ability to develop and maintain strong working relationships with
staff, representatives of government/private sector, and general public.
*	Strong interpersonal and negotiation skills.
*	Strong oral and written communication skills.
*	Strong presentation skills to a wide variety of audiences on
environmental policy and issues.
*	Excellent working knowledge of Microsoft Office products (Word,
Excel and PowerPoint).
*	Ability to understand policy implications of issues and make
appropriate recommendations.
*	Creatively solve problems involving sensitive situations and issues.
*	Strong analytical and critical thinking skills.
*	Preferred knowledge of contract and grant proposal preparation and
management.
*	Preferred knowledge of budget development and management.
