[Tgcmgroup] /hao divisional file system

The /hao divisional file system at scd will be moved from bluevista to
blueice on Thursday, November 1. During this time the file system will
continue to be readable (they will copy to blueice before removing from
bluevista), but not writeable. After the transfer is completed, it will
again be writeable. This is in preparation for retirement of bluevista.

In summary, this *should* not interrupt read access of /hao from any
scd system at anytime.
