Hi Barry,
Try setting:
res at mpPerimOn = True   ; this should be True by default, but just to be sure
res at mpPerimDrawOrder = "PostDraw"    ; draw the perimeter line last
res at mpPerimLineThicknessF = 3.0     ; This isn't necessary, but will
thicken the perimeter line

and let ncl-talk know if that does not fix it.
