[ncl-talk] NCL in Cygwin

Hi Debasish,

Perhaps I am taking the term "pending library" too literally, but just to
be clear, running setup-x86.exe is not only a means to install a base
cygwin system, but to also install optional packages. I don't know for
certain (and it's been awhile since I've done a cygwin install), but I have
to imagine you'll have to track down where cyggomp is one such option --
perhaps under something like developer-tools, or gcc-compiler suite, etc.,
and then explicitly include it in the installation.

Sorry I can't offer more specific guidance...
