[ncl-talk] adjust the size of the painting panel

Hi LSL,
See panel example 19 on how to set placements of individual panels:
http://www.ncl.ucar.edu/Applications/panel.shtml#ex19

To adjust the sizes of the plots themselves, you can set the
vpWidthF/vpHeightF resources for each panel. See the viewport examples
here: http://www.ncl.ucar.edu/Applications/viewport.shtml
