Have you tried
export NCARG_ROOT=/usr
?

Is your NCARG_ROOT is really supposed to be */usr/share/ncarg  ?*
That may depend a bit on the Linux distribution (you seem to have
Ubuntu or Debian, we use CentOS here), but I would guess it may be just
/usr

The second error may be just a consequence of commenting out
in your script the line that loads gsn_code.ncl.
