Try adding these resources, documented here:

    http://ncl.ucar.edu/Document/Graphics/Resources/mp.shtml#mpLimitMode

res at mpLimitMode = "LatLon"
res at mpMinLatF = ???
res at mpMaxLatF = ???
res at mpMinLonF = ???
res at mpMaxLonF = ???

...where you substitute appropriate values for your region of interest.
