[ncl-talk] updated BBedit / TextWrangler NCL language module for 6.4

I updated the language module for 6.4.0.  For those of you (if any) who use
either TextWrangler or BBedit this will add the new functions and resources
to the syntax colouring.  I also added the ability to block comment
 (keyboard shortcut cmd+opt+/ ) and colouring for block comments.
