[ncl-talk] HDF5-1.10 support

Hi all,

while setting up NCL on our cluster, I noticed that it does not compile
with the newest version of HDF5 (1.10). The attached patch fixes this
by enabling HDF5's 1.8 API. (At some point it should probably also be
ported to the new 1.10 API.)
