[ncl-talk] How to make the center-justification between label string and major tick

Hi, ncl-talk,


1. set  res at tmYLLabelAngleF = 0.0, it is very nice (green circle in figure)

2. set  res at tmYLLabelAngleF = 90.0, it does not meet my need (red circle in figure)
