[ncl-talk] Low resolution outlines

Hi Dave,

I'm not sure I can reproduce this issue.  Please try the attached script,
and compare it to the attached PNG.  The first two plots are the low res
outlines, and the bottom plot is the medium res.  The medium res plots
looks to me like it has more resolution that the low res plots.
