[ncl-talk] Problem with ncl in cygwin

I believe that this is more than just a problem with Cygwin. There is
a currently open ticket (NCL-1539) with the title:
"addfile and gsn_open_wks do not work with directory paths that have
spaces in the names (even when escaped properly)"
We need to look into this further.
