[ncl-talk] wrf_cape_2d and wrf_cape_3d Code

To my knowledge, NCL uses the RIP code (attached). The wrf_cape_2d and
wrf_cape_3d
are wrappers which call the RIP code with I3DFlag=0 (_2d) and I3DFlag=1
(_3d).

NOTE: NCL developers did not create RIP and do not know the details of the
code.
