[ncl-talk] maximizing figure size within panel plot gsn_panel

Hi Nclers,

The editor for our BAMS paper complained about the size of a 4 figure
panel.  How can I center the figures in the panel to remove the large
amount of white space at the bottom?

I have attached the code here (sorry about its length).
