Try the examples for reading ascii files
http://www.ncl.ucar.edu/Applications/read_ascii.shtml to read your data and
for writing netcdf look at
http://www.ncl.ucar.edu/Applications/o-netcdf.shtml

This should make it possible to read in your ascii file and write out
netcdf.
