[ncl-install] trouble installing NCL under conda environment

Hi Vanessa,
Some folks have been able to get NCL installed on M1 macs using miniconda3.
They used the exact command you did: conda create -n ncl_stable -c
conda-forge ncl.
However, I believe they used the Intel version of miniconda3. This is not
ideal, as it will be running under an emulation mode, but it's better than
nothing.
It would be great if a M1/M2 version of NCL was created.
