[ncl-install] ncl-6.4.0 install for arm64+centos8

NCL is available as source from the usual place - 
https://github.com/NCAR/ncl/

But I don't understand what you mean by "it doesn't recognize netcdf, 
hdf5, PROJ, etc.".  The EPEL NCL package is built against all of those 
(or at least should be - I'll confess to not have tested it).
