[ncl-install] ncl-6.4.0 install for arm64+centos8

Hi Orion,
Is this available anywhere to be compiled from source? My problem is that it doesn't recognize netcdf, hdf5, PROJ, etc., and I would prefer not to have 2 versions of these apps in the system.
