[ncl-install] Error installing NCL via conda (cannot solve environment)

Hello,

I previously installed NCL v 6.3 using binaries on my Mac running OS
10.11.6 (yes, I know that's old, but I have legacy software that isn't
fully compatible with new versions of the OS).

In order to switch to python, I installed Anaconda and am trying to install
the NCL-related packages via conda (e.g. pyNGL, pyNIO, NCL). When I try to
install any of the packages related to NCL, the installation fails. It
fails when trying to solve the environment:

bash-3.2$ conda create -n ncl_stable -c conda-forge ncl
Collecting package metadata (current_repodata.json): done
Solving environment: failed with repodata from current_repodata.json, will
retry with next repodata source.
Collecting package metadata (repodata.json): /

And it'll just hang there. The longest I've let it go is a couple of hours.
I assume it would continue hanging there forever.

This seems to happen only when I try to install packages related to NCL via
conda. I was able to install xarray, gdal, scipy, and netcdf4 with no
problems). I've tried installing NCL, pyNGL, and pyNIO in their own
environments. No luck. I've tried specifying different versions of python
for those environments (2.7 is installed by default, with 3.7 also
installed, and conda has version 3.8). No luck.

I've uninstalled and re-installed Anaconda at least half a dozen times and
tried installing these packages in different orders. Still no luck.

I'm beginning to think that my old installation of NCL is somehow
interfering. So my two questions are:
1) Is my old installation of NCL likely interfering with the installation
of NCL-related packages via conda?
2) If so, how can I fully uninstall NCL and start over?
