[ncl-install] NCL on ARM

Thank you for adding me to this list.


  *   I would like to know if the NCAR Graphics Library and NCL<https://www.ncl.ucar.edu/Download/> is available for Arm architecture (Aarch64)?


  *   If not, is it possible to provide an Arm version via conda or pre-compiled binary?
