[ncl-install] Upgrade 6.1.2 to 6.50 in Cygwin

Hi all;
I think I need your help to increase the version of my NCL. I am working with NCL 6.1.2 and want to install 6.5.0 in my Cygwin. I have followed the instruction here: Installing and running NCL under Cygwin/X. But I don't see any change of the version of my NCL. What should I do?
