[ncl-install] Installing the latest NCL version

Hi Mary,
 Thanks a lot. I am using ubuntu with gcc version 5.2.1 in 64 bit machine.
If you please send me the mentioned binary, I'll be thankful.
"ncl_ncarg-6.4.0-Debian8.6_64bit_gnu492.tar.gz"
