[ncl-install] ncl not seeing NCARG_ROOT?

Thanks for the tip, Mary. Maybe I left out the NCARG_NCARG=/usr/share/ncarg,
I think I missed that.

I ended up solving my problem by installing the precompiled binary for
debian. So far it seems close enough to ubuntu to work. The person I was
trying to help seems satisfied.
