[ncl-install] Installing ncl on Cygwin

 greetings
 I would like to install ncl on my windows (8).
1. I download cygwin (setup-x86.exe).
2. I installed it and opened it.
3. I downloaded ncl_ncarg-6.3.0.CYGWIN_NT-6.1-WOW64_i686.tar.gz
4. I copied it to cygwin/home/xxx
5. I extracted it in this folder
6. I entered These to line at the end of both .bashrc and .bash_profile :
    export NCARG_ROOT=/usr/local
    export PATH=/usr/local/bin:$PATH
7. but when I write " ncl -V" I encounter with following error:
"C:/cygwin/usr/local/bin/ncl: error while loading shared libraries:
cygtirpc-1.dll: cannot open shared object file: No such file or directory
"
