[ncl-install] (no subject)

Hello,
I have been having problems installing ncl.
I already installed cygwin on my windows 7 64 bit system.
All of the folders and files extracted from the ncl .star.gz file and fall
under cgwin64/home/(user)//usr/local
I added the export lines to .bashrc file.
And the command ncl still isnt being recognized.
Any suggestions?
