[ncl-install] NCL pre-compiled binaries

I suggest downloading one of the Debian binaries, perhaps one of these:

ncl_ncarg-6.3.0.Linux_Debian7.8_x86_64_gcc472.tar.gz
ncl_ncarg-6.3.0.Linux_Debian6.0_x86_64_gcc445.tar.gz
