Please do not post your NCL questions to both ncl-install and ncl-talk. ncl-install is for questions about how to install NCL.
Before asking questions about plotting specific datasets, you should look at our examples page first:

You will see a "high resolution precipitation" link on that page that has scripts for plotting CMORPH data.
