[ncl-install] ncl Installation Problem

Several people have had this error running various program under cygwin.
Most often, it seems to come from an incomplete install of cygwin. Do you
have a reasonably current version of this software? Did you do a full install?
Do you have adequate disk space to allow a full installation?
