[ncl-install] problem of installing ncl (without ncl executable)

Hi Xuguang,

The NCL installation will keep going, even if the "ncl" executable  
itself doesn't get built.

If you can send me your "make-output" file, I can probably tell from  
the error messages
why the "ncl" executable didn't get built.
