Sorry for the delay in getting back to you on your question.  I've been swamped recently with getting the next release of MET ready and getting ready for the WRF-Tutorial this week.

To answer your question, we're just doing it the same way that the NCEP verification code does it.  Let me refer you to lines 923-926 of the file METv1.1/lib/vx_met_util/met_stats.cc:
    // If looking for observations at a vertical level check if the
    // header type is APDSFC or SFCSHP
    if(gc.lvl_type == VertLevel &&
       strstr(onlysf_msg_typ_str, hdr_typ_str) == NULL) return;

So MET is just matching surface observations based on the PREPBUFR message type.  Any message observation with a message type of either ADPSFC or SFCSHP is matched to the 10-m winds forecast field.
