Why does the job exist?
This position provides programmatic and technical support to the Climate Change Bureau and the New Mexico Environment Department in developing, implementing, and monitoring policies, projects, and programs that will reduce greenhouse gas emissions by at least 45% by 2030 compared to 2005 levels and to net zero by 2050.

As a Clean Transportation Fuel Program Specialist in the Climate Change Bureau Permitting Section, you will work cooperatively to implement the Clean Transportation Fuel Program.  This is a complex, high-profile, market-based greenhouse gas emission reduction mechanism in the transportation fuel sector.  This is a new program with an anticipated start date in 2026. In this position, you will become an expert in this complex market-based mechanism and the New Mexico Administrative Code rules for the program. You will work with the team and contractors to develop, administer, and maintain the Clean Transportation Fuel Program Applications, Reporting, and Compliance System. Additionally, you will provide user support for the system and assist stakeholders with reporting processes. Your responsibilities will also include contributing to the measurement of program performance in relation to statewide greenhouse gas emission reduction goals, authoring or coauthoring reports on program and market performance, and helping develop outreach and guidance materials. Furthermore, you will develop a solid understanding of fuel lifecycle greenhouse gas emissions and lifecycle emissions modeling.

Ideal Candidate
The ideal candidate will have experience in the following:
- Providing customer support, especially for environmental reporting
- Calculations and statistics involving large data sets
- An understanding of fuel supply chains

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
