We are pleased to announce a position with the EPA's Pacific Ecological Systems Division (PESD) in Corvallis, OR as a principal investigator in atmospheric chemistry. This is an exciting opportunity to work with a team of researchers from both PESD and EPA's Region 10 on the newly constructed Western Enhanced Air Monitoring Vehicle (WEAVE). The goal of WEAVE is connecting air quality managers with research grade instruments (Ionicon PTR-4000, Aerodyne B4-VOCUS-CIMS, Aerodyne ToF-ACSMx, Xact625i, SMPS, Vaisala CL61, Magee AE33, Magee Total Carbon Analyzer) to tackle the most pressing air quality concerns in the western United States. This includes investigations into emissions from wildfires, wildland urban interface fires, prescribed fires, and wintertime particulate matter in valleys, to name a few. Our ideal candidate will have experience with time-of-flight mass spectrometry and will be able to work in a team as well as develop independent research. INTERDISCIPLINARY SCIENTIST/ENGINEER GS-13
POSITION SUMMARY:
As a Principal Investigator you will:
* Conduct independent research in response to EPA's priorities;
* Lead a team of researchers;
* Serve as a senior scientist and technical authority;
* Manage extramural research projects related to in-house research support contract(s).
MAJOR DUTIES AND RESPONSIBLITIES:
DUTY 1 30%
Conduct independent research in response to EPA's priorities. Formulate concepts, develop hypotheses, prepare research plans, carry out investigations and experiments, analyze and interpret results, and develop methods. Conduct analysis of data collected to summarize and effectively communicate results to project participants, research community, and agency personnel. Evaluate sampling and analytical instruments and recommend procurement or modifications. Publish findings in technical publications and journals. Participate in technical workshops, professional workshops, and scientific meetings and symposia for the purpose of presenting research results and maintaining a current awareness of development and advances in environmental science.
DUTY 2 30%
Lead a team of researchers. Plan, direct, and coordinate research efforts intended to establish new methods or approaches. Define objectives and organize the collection and reporting of data. Conceive and design experiments in response to EPA needs for data in specific area of emphasis. Conduct experiments; train and provide technical direction to team members; analyze and interpret resulting data; prepare reports and articles for publication in scientific journals; and relate experimental results to the mission of EPA by means of oral and written technical communications.
DUTY 3 30%
Serve as a senior scientist and technical authority. Perform comprehensive studies for a wide variety of program initiatives in order to form the technical basis for new standards, program direction, and/or an understanding of scientific problems. Advise scientists and
officials both within and outside the government. Facilitate collaborative experimentation with other scientists and serve on scientific task forces and committees.
DUTY 4 10%
Manage extramural research projects related to in-house research support contract(s). Serve as a Project Officer or Contracts Work Assignment Manager, and the Contracting Officer's technical representative, for the purpose of monitoring the technical progress and performance of specific delegated portions of the work under extramural vehicles. Prepare procurement requests, statements of work, and estimated budgets.
Monitor costs and manage overall technical performance.
Area of expertise or other related information:
The position requires experience in planning, developing, and conducting atmospheric measurements. The goals are to apportion the sources and processes responsible for air pollution, to quantify their impacts on human and ecosystem health, and formulate strategies to mitigate community exposure in regions that have historically experienced and continue to experience their burdens. The candidate will join a team to operate a newly built mobile laboratory equipped with a suite of regulatory monitors and advanced instruments capable of characterizing the atmospheric levels and composition of gaseous and particulates.
RECRUITMENT KNOWLEDGES, SKILLS AND ABILITIES (KSAs):
1) Experience operating, deploying, and debugging a time-of-flight mass spectrometer (Ionicon, Aerodyne, Tofwerk, etc.) and processing, peak-fitting, and generating corresponding data;
2) Knowledgeable on concepts of in-situ atmospheric gas and particle measurements such as inlets, calibration, zero-ing, de-clustering of reagent ion-adducts, fluxes, ionization efficiencies, etc.;
3) Ability to design and conduct novel experiments to characterize and expand analytical capabilities of instrumentation;
4) Adept at combing through large datasets to distill insights by producing visuals using MATLAB, R, Igor Pro, Python, etc.;
5) Background in atmospheric chemistry, environmental engineering, toxicology, or ecology with a strong publication record;
6) Willingness to perform outdoor work as a team under less-than-ideal conditions (e.g. winter) for multiple five-day stretches throughout the year;
7) Present scientific findings internally and to the public through presentations and peer-reviewed publications;
8) Excited to develop the mobile laboratory project into a robust research program.
