The Work You Will Do:
This is a professional position supporting the Florida Coastal Management Program (FCMP) within the Office of Resilience and Coastal Protection (RCP). The FCMP is funded by an annual federal cooperative agreement award from the National Oceanic and Atmospheric Administration (NOAA), and funding is used for administration of the program, grants to local governments and state agencies, and contracts for projects with universities and professional services providers. Primary responsibilities for this position include: Statewide Ecosystem Assessment of Coastal and Aquatic Resources program support; data quality assurance/quality control (QA/QC) for a variety of environmental monitoring datasets; coordination with offsite staff and contractors to address data issues and deficiencies; and field assessments to ensure environmental monitoring data collection is in accordance with approved QA Plans.

As the lead agency, the Florida Department of Environmental Protection administers the FCMP and coordinates with other agencies, local governments, universities, and non-profit organizations to ensure that Florida's coast is as valuable to future generations as it is today.

In this position, you will work with the team developing and maintaining the Statewide Ecosystem Assessment of Coastal and Aquatic Resources Program - one of the premier resources in the state for managers, policy-makers and decision-makers to obtain extensive and up-to-date data and information on key indicators of the condition of five priority submerged habitats across Florida (water column, submerged aquatic vegetation, coral reefs, oyster reefs and coastal wetlands).

Your Specific Responsibilities:
Statewide Ecosystem Assessment of Coastal and Aquatic Resources Program (90%):

  *   Supports the Statewide Ecosystem Assessment of Coastal and Aquatic Resources program.
  *   Reviews and analyzes large data sets, enters data and metadata into specialized databases and spreadsheets (Excel, Access, online data portals, etc.).
  *   Participates in and/or leads coordination and project meetings with internal and external stakeholders.
  *   Maintains DEP ORCP Quality Assurance (QA) Plan and ensures internal data collection is in accordance with adopted QA Plans through desktop and field assessments.
  *   Coordinates with the internal and external data providers to ensure accurate upload of environmental monitoring data.

Supporting Programmatic Initiatives (10%):

  *   Supports and participates in program activities such as the FCMP annual meeting. Assists with other related projects and activities. Performs other related tasks as required.

Knowledge, Skills, and Abilities:

  *   Knowledge of terminology, principles and analytical techniques, and data collection and analysis procedures for the natural and estuarine sciences
  *   Ability to correct, evaluate, analyze and interpret scientific or technical data, prepare and review technical reports and management plans
  *   Ability to understand and apply applicable environmental rules, regulations, policies, and procedures relating to environmental programs
  *   Proficiency in performing data quality assurance/quality control on large biological datasets
  *   Proficiency in planning and implementing research and resource management projects
  *   Proficiency in Word, Excel, Access, other Microsoft Office programs, and Adobe Acrobat
  *   Ability to be thorough and detail-oriented, and to work independently on tasks
  *   Ability to plan, organize, and coordinate work assignments
  *   Ability to contribute to a collaborative and collegial work environment
  *   Ability to communicate clearly and effectively, in a courteous and tactful manner
  *   Ability to travel when required
  *   Ability to maintain a valid driver's license

Minimum Qualifications:

  *   Bachelor's degree in one of the natural sciences from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
  *   Ability to travel
  *   Valid driver license

Preferred Qualifications:

  *   Familiarity with ArcGIS
  *   Familiarity with data analysis software platforms such as PRIMER, R, Python, SAS, STATA, Matlab, etc.
  *   Knowledge of DEP's field data collection methods
