Background

C40 is a network of nearly 100 mayors of the world’s leading cities, who
are working to deliver the urgent action needed right now to confront the
climate crisis, and create a future where everyone, everywhere can thrive.
Mayors of C40 cities are committed to using a science-based and
people-focused approach to help the world limit global heating to 1.5°C and
build healthy, equitable and resilient communities. Through a Global Green
New Deal, mayors are working alongside a broad coalition of representatives
from labour, business, the youth climate movement and civil society to go
further and faster than ever before.


C40’s team of 200+ staff is headquartered in London, with offices in New
York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing
and Paris, and individual staff based across 25+ different locations, with
the Office of the Chair based in London.


The strategic direction of the organisation is determined by an elected
Steering Committee of C40 mayors which is chaired by the Mayor of London,
Sadiq Khan. Three-term Mayor of New York City Michael R. Bloomberg serves
as President of the C40 Board of Directors, which is responsible for
operational oversight. A nine-person management team, led by Executive
Director, Mark Watts, leads the day-to-day management of C40. C40’s three
core strategic funders are Bloomberg Philanthropies, the Children’s
Investment Fund Foundation (CIFF) and Realdania.


Our international staff work with the C40 network under the leadership of
city governments to deliver this mission. Using a data-driven approach, our
team identifies and promotes the exchange of proven programmes and policies
developed by cities; provides world-class research, technical expertise and
access to key partners to deliver new programmes and policies with cities;
and communicates cities’ individual achievements and collective leadership.

Department Description

C40’s Air Quality Program works with city governments at the political and
technical level to raise mayors' ambition, overcome gaps in data and
evidence, and design and deliver effective air quality-climate solutions.
The C40 Air Quality Program provides a range of support, from deep
engagement in pilot cities to technical assistance across a broader group,
while connecting cities through peer to peer networks and creating tools
and resources available to all cities. The Air Quality Program currently
includes two networks, the Air Quality Network, connecting city air quality
management staff, and the Green Ports Forum, connecting cities and ports in
collaborative efforts to decarbonize supply chains.  The Air Quality
Program also includes two deeper assistance programs, a global technical
assistance initiative that partners with cities in developing and
implementing air quality management activities and the African Cities for
Clean Air initiative, a regional program supporting African cities in
implementing air quality actions.  In 2021, new C40 Chair, Mayor of London,
Sadiq Khan, announced a key priority of his chairmanship is to expand
London’s flagship air quality program, Breathe London, to 100 cities,
becoming Breathe Global.


Position Description

The Deputy Director will provide a key leadership role in the Air Quality
Program, overseeing delivery of several existing lines of work, leading on
communications and advocacy efforts,  and ensuring these workstreams
support a wider goal of positioning mayors as leaders in delivering on and
calling for ambitious air quality actions at the city, regional, and global
level.  The post holder will support the Director of Air Quality in
developing and implementing C40’s Air Quality strategy and ensuring city
support is coordinated across the program.  They will oversee delivery
three areas of work, the C40 Air Quality Network, the Clean Air Cities
Declaration, and the African Cities for Clean Air Initiative.  The Deputy
Director will lead new communications and advocacy activities for the
program, highlighting mayoral leadership on air quality and developing
strategies that influence city, regional, and national clean air agendas.
The Deputy Director will also work closely with the Director of Air
Quality, the C40 Chairs Office at the Greater London Authority, and key
program partners to develop the Breathe Global initiative and to use their
strong communications and advocacy skills to elevate air quality and public
health on the global urban climate agenda.


Responsibilities:

   - Support the Director of Air Quality to develop and implement C40’s air
   quality strategy, governance models, internal operations and coordination
   mechanisms, staffing structures, and program proposals.
   - Oversee the delivery of three main lines of work in the air quality
   program that are designed to support increased political action on air
   quality in member cities: the C40 Air Quality Network, the C40 Clean Air
   Cities Declaration, the African Cities for Clean Air initiative. This
   includes monitoring progress, overseeing development and implantation of
   workplans, and reporting on progress on initiatives across the Air Quality
   Program.
   - Lead on communications and advocacy activities in the Air Quality
   Program, including creating a platform to highlight city leadership and
   developing narratives and outputs that foster political leadership and
   stakeholder support. Oversee activities that showcase leading city action
   on air quality, integrated air quality and climate action, and that promote
   the health case for climate action through high level international and
   regional environmental, public health, and climate events, such as the C40
   World Mayors Summit and COP27.  Identify and support on high profile
   communication and advocacy opportunities.
   - Work with the Director of Air Quality, program staff, and the C40
   Chair’s office to develop Breathe Global, a new initiative to expand air
   quality action in 100 cities worldwide. This includes working with C40 and
   city staff in developing new initiatives, projects, and securing new
   funding for air quality activities in C40 cities.
   - Support the Director of Air Quality and Program Managers in building
   new partnerships and initiatives with C40 programs, NGOs, non-profits,
   government agencies, and academic institutions that creates new support for
   cities, particularly in the fields of air quality monitoring, data and
   analytics, and policy development support.



Person Specification:

   - Significant program management experience, including of large, complex
   programs. Experience managing global programs and staff management.
   - Experience in government, business, and/or NGO sectors with a focus on
   management and delivery, and an emphasis on air quality, sustainability,
   and/or public health. Experience working in or with city government in
   developing and implementing sustainability strategies is desirable.
   - Previous experience in working effectively in communication,
   campaigns, and advocacy. Experience in successful campaigns and advocacy
   efforts in the climate change, public health, and/or air quality sectors is
   highly desirable.
   - Strong understanding of political dynamics in cities and local
   governments, and of strategic and technical needs of city leaders. A
   working understanding of the political and regulatory processes that govern
   air quality and greenhouse gas emissions in cities and the role of cities
   in the context of regional and national action is highly desirable.
   - Very strong written and verbal communication skills. Excellent
   presentational skills and the ability to represent C40 effectively in front
   of stakeholders
   - Ability to work with a global and remote team, with experience leading
   virtual teams.
   - Fluent in English (spoken and written).


Other Requirements:

Applicants must already have the right to work in the country where they
apply. Moderate travel will be required as part of the role.

Term: Indefinite Contract


Location: London, New York City, Los Angeles, Mexico City, Johannesburg or
remote for the right candidate.


Salary: London £60,805 /New York $95,472 / Los Angeles $94,164 /Mexico City
MXN 1,154,510 / Johannesburg R1,072,313 (Grade 2)
