Over the years, ECMWF’s partnership with the European Union has grown, and in 2014 ECMWF became an entrusted entity to operate the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S) on behalf of the European Commission until mid-2021 and ECMWF is preparing plans for the next phase of the Copernicus Programme for the period 2021-2027.


ECMWF currently operates from its headquarters, located in Reading, UK, and its data centre located in Bologna, Italy. Over the course of 2021, ECMWF will be opening additional new premises in Bonn, Germany.




The Integrated Forecast Systems Section works on the development and testing needed to deliver new and efficient versions of operational forecast systems. The forecast systems are implemented and run operationally by other departments at ECMWF; the Integrated Forecast Systems Section is the interface between the Research Department and the Forecast, Copernicus and Computing Departments. Operational forecast systems are built using the Integrated Forecast System (IFS) and include configurations for medium, extended and seasonal ranges; and ocean and atmospheric composition forecasts, as well as reanalyses. Also, the OpenIFS version of the IFS is maintained and developed in the Integrated Forecast Systems Section.

3.    Summary of the role

This is an exciting opportunity for an individual to work at the forefront of numerical weather prediction (NWP) code design, development and testing. They will join a small, established team of NWP and scientific computing experts, to work on designing, integrating, testing, managing, maintaining and improving the codes and systems run at ECMWF, primarily ECMWF’s Integrated Forecasting System (IFS), a world-leading scalable and flexible numerical weather prediction model.


The successful candidate will have a deep knowledge of the technical aspects of forecast system operation and development. They will work on developing and maintaining the scripts and data files in the forecast system, both directly and through the work of others, and on tools for creating, configuring and submitting complex IFS experiments across different machines. They will lead the regular creation of new versions of the IFS, overseeing and coordinating the merging and testing process. They will be the focal point for the handover to operations, and be the first IFS point of contact during the extensive pre-production testing phases, and for any operational problems (which can involve providing out of hours support). They will help to develop efficient, robust, usable software and provide day-to-day support to many users across the organisation.

4.    Main duties and key responsibilities

·      Providing the technical oversight of the IFS integration, testing, code-release and handover to operations

·      Acting as the technical lead for the script and suite infrastructure underpinning the operational IFS system and research computing

·      Leading the testing and debugging of different configurations of new IFS releases

·      Supporting other scientists involved in model and data assimilation development with development, problem-solving and advice on technical aspects

·      Initiating and stimulating technical developments in the area of Earth System forecasting

·      Driving process improvements in IFS development and research-to-operations activities

6.    Qualifications and experience required



Education

Advanced degree in physical, computational or mathematical science, meteorology, oceanography, or related subject, preferably at PhD level, or equivalent experience.



Experience
Essential:

Developing and maintaining of weather forecasting systems, or similar complex computational systems.

Working with scientists and technical specialists in an operational environment.

Working in high-performance computing.

Developing of complex and high-quality software.

Highly desirable:

Working with ECMWF’s IFS system (or OpenIFS).

Conducting research-to-operations activities.

Knowledge and skills (including language)

Proficiency in Fortran, Python and shell scripting in a UNIX computing environment are essential.



Knowledge of C, C++, MPI and OpenMP are highly desirable.



Strong software development skills are essential, including knowledge of process, tools and techniques for software development, testing and management.



In-depth knowledge of some aspects of NWP (e.g. model development, data assimilation, ensemble forecasting) are highly desirable.



Familiarity with ecFlow, GRIB data or the MARS archive is desirable.



Candidates must be able to work effectively in English and interviews will be conducted in English.



A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

7.    Other information
Grade remuneration

The successful candidate will be recruited at the A3 grade, according to the scales of the Co-ordinated Organisations and the annual basic salary will be £76,707.96 net of tax. This position is assigned to the employment category STF-C as defined in the Staff Regulations.

Starting date: 1 July 2021 or as soon as possible thereafter.

Length of contract: Four years, with the possibility of a further contract.
