The County of Sonoma is the largest employer in the region. With over 4,000
employees, and operations that include diverse properties, facilities, fleet
operations, solid waste oversight, and land use planning and policies,
determining the County's baseline climate impacts is critical to identifying
the steps needed to mitigate impacts. Guided by the mission and policy
objectives of the Board of Supervisors (BOS), the County Administrator's
Office (CAO) works to develop, recommend, plan, and implement county-wide
strategic plans to address climate impacts. The CAO collaborates with County
departments and agencies to analyze relevant climate science information and
data, reports, research, regional coordination models, and legislative
funding opportunities and priorities to incorporate into policy or program
recommendations for the Board's consideration.

Many County climate resiliency projects and initiatives are currently
underway. The CAO seeks an innovative Director of Climate Action and
Resiliency to lead County departments and agencies to achieve County climate
goals and objectives, take a strategic approach to secure funding for
priority projects, partner with the key climate-focused organizations, and
establish methods to monitor, track, and report on progress.
 
The CAO's Director of Climate Action and Resiliency will report to the
County Administrator and collaborate with various regional entities and
County departments, agencies, and special districts to ensure the County's
diverse operations actively address climate impacts. Sonoma County values
its partnerships with community-based organizations. This position will plan
and coordinate outreach and community engagement on climate topics and
issues as needed. The Director will also be responsible for collecting,
analyzing, and interpreting climate and greenhouse gas emission data;
anticipating climate impacts related to operational, legislative, fiscal,
and/or community issues; and tracking the County's climate action and
resiliency goals and objectives within the County's Strategic Plan. In
addition, the Director will evaluate and track complex and changing
federal/state laws and administrative regulations affecting climate actions
and programs related to the Climate Action and Resiliency pillar of the

The position will directly supervise three staff positions focused on
climate work: a Principal Administrative Analyst, Climate Analyst, and an
Administrative Aide.
 
To meet our County's goals, the ideal candidate for the Director of Climate
Action and Resiliency position will have experience applying best practices
and principles related to climate change planning and project management,
and climate action, resiliency, and adaptation strategies. The candidate
will have experience identifying and pursuing new and innovative solutions
to fund and/or finance projects to achieve climate action goals and
objectives. The candidate will also bring extensive knowledge of current and
evolving federal, state, regional, and local regulations pertaining to
climate change, especially as they affect climate programs. Additionally,
the ideal candidate will be an experienced manager with a track record of
establishing effective and productive relationships across multiple agencies
and community-based organizations.  The ideal candidate will also possess
the following skills and experience:
 



*         Progressively responsible experience working in resource
conservation, green building, sustainability, climate change mitigation
and/or planning, and/or energy/water conservation 

*         Proven experience leveraging state and federal funding to achieve
climate-related objectives and developing funding/grant proposals, preparing
budgets, and exercising fiscal control; and an understanding of public
funding and financing, public private partnerships, and other vehicles to
access private capital to fund County initiatives

*         Extensive knowledge of climate change science and policy, with a
focus on California ecosystems, principles of climate change,
sustainability, adaptation, and resiliency 

*         Experience presenting climate change related information to a
variety of audiences ranging from the general public, to climate and
academic experts, to elected officials at meetings and hearings

*         Project management experience, and the ability to develop climate
policy and program recommendations geared towards resolving operational,
legislative, fiscal, and/or community issues

*         An understanding of policies and programs related to building,
land use, transportation, energy, water, solid waste, and other activities
that generate greenhouse gas emissions or affect community response to local
climate impacts

*         The ability to analyze situations accurately, take effective
action, and develop clear and concise reports and recommendations

*         Highly effective written and verbal communication skills,
including the ability to articulate climate science in an accessible manner
and effectively engage, interact, and collaborate with audiences of all
levels (cross-functional teams, advisory boards, governing bodies, the
general public, etc.)

*         A passion for serving Sonoma County, a sense of ownership and
accountability, and a willingness, flexibility, and commitment to embrace
the County's strategic values and principles

Guided by the Board of Supervisors' mission and policy objectives, the
County Administrator's Office (CAO) mission is to "build a sustainable and
equitable future for the community by making collaborative, transparent, and
informed policy recommendations to the Board of Supervisors."
 
The CAO has five divisions: Clerk of the Board; Policy, Grants, and Special
Projects; Operations and Budget; Communications; and Climate Action and
Resiliency. The CAO is responsible for managing, directing, and coordinating
the operations of the County's departments and agencies. Additionally, the
Office ensures the effective implementation of County policy; prepares the
County budget; provides public information and outreach to the community;
leads Board priority special projects; acts as the Clerk to the Board of
Supervisors; implements the County's legislative platform and oversees the
County's legislative advocacy program; prepares studies and analyses,
including new and existing policies, fiscal and programmatic performance
assessments of County departments and programs; and oversees and tracks the
County's Strategic Plan. 

The CAO is currently recruiting to fill a time-limited, Principal Climate
Resiliency Analyst position that is currently funded through October 4,
2024. This employment list may also be used to fill future full-time,
part-time, or extra-help (temporary) positions as they occur during the
active status of the list. County employees who wish to be considered for

Minimum Qualifications

Education: Academic course work which directly relates to the knowledge and
abilities listed. Normally, graduation from an accredited college or
university with a degree in business administration, public administration,
management, finance, economics, or accounting, would provide these knowledge
and abilities.

Additional qualifying experience may be substituted for the college
education on a year-for-year basis.

Experience: Any combination of experience which would provide the
opportunity to acquire the knowledge and abilities. Normally, five years of
progressively responsible experience in a private or governmental agency
with responsibilities in administration or financial analysis, including
systems, procedures and program evaluation.

License: Possession of a valid driver's license at the appropriate level
including necessary special endorsements, as required by the State of
California to perform the essential job functions of the position. 

Knowledge, Skills, and Abilities

Knowledge of: the principles and practices of public administration,
organization and management; County government organization and functions,
and their relationship to federal, state and municipal government;
principles, practices and laws affecting County budgetary policies and
practices; governmental budgeting and finance; and the ability to interpret
the laws, rules, and regulations governing the operation of County
government; research methodology, report writing and basic statistics;
written and oral communications, language mechanics, syntax and English
composition; principles and practices of supervision; computer applications,
including methods of graphic presentations; group dynamics as it relates to
public organizations; modern office methods and procedures.

Ability to: analyze a wide variety of information and draw logical
conclusions and recommendations; effectively assemble, organize, and present
in written or oral form, administrative, financial, factual, and other
information derived from a variety of sources; exercise tact and judgment in
representing the County Administrator on a variety of occasions; develop,
organize and effectively coordinate programs and activities; exercise
responsibility, initiative, ingenuity, independent analysis and judgment in
solving highly specialized administrative and management problems; analyze
complex budgets and fiscal practices of County departments; understand,
interpret and apply provisions of applicable laws, ordinances, rules,
regulations, and operating procedures; orient, train, plan, direct, review
and evaluate subordinate staff; establish and maintain effective working
relationships with County officials and managers, employees, officials or
other agencies, and the general public; analyze situations and take
appropriate courses of action; perform data collection, interpretation and
evaluation pertaining to administrative, fiscal and management matters; use
principles of inductive and deductive reasoning to validate conclusions and
recommendations.

The selection procedure will consist of the following examination:
 
An Application & Supplemental Questionnaire Appraisal Examination (weight
100%) will be conducted to evaluate each applicant's application and
supplemental questionnaire for satisfaction of minimum qualifications
(pass/not pass); and for educational coursework, training, experience,
knowledge, and abilities which relate to this position. Each applicant will
be evaluated based on the following criteria:

Candidates demonstrating possession of the minimum qualifications will be
placed on an employment list in order of most qualified to least qualified

natural breaks in the scores achieved by this group of candidates.


First Interviews are tentatively scheduled for the weeks of August 2 and
August 9, 2021.
